The most economical, yet least comfortable, system to air-condition the building is to use natural cold water coming from a well or from a river.
In this case, the electricity needed is only that needed for the circulation pumps to work. This system, not allowing to dehumidify the environment, can lower the environment temperature only of a couple of degrees.
